Change the Internet Options
If you are facing an error message which reads "Due to Restrictions On This Account," there's not much you can do about it. However, if this error doesn't show up, you can unblock the website from the Internet Options in your computer.
To do this, visit Control Panel > Security > Restricted Sites and then click on sites button. If the URL of the website, you were looking to access is listed here remove it and you're good to go.
Change HTTP to HTTPS or vice versa
Copy the website URL you intend to access and check if it has 's' added to it after ‘http' (for example, ‘https'), if it has, try removing it and access the site. If doesn't already have 's' in ‘http', change it to ‘https' and visit the site again. This should generally solve the problem.

Use a portable proxy server
To unblock the restrictions set up by the network admin or your ISP, you can use a portable proxy server, which bypasses all the restrictions to give you access to the content. You can simply visit a proxy browser and type the URL of the website to get access.
Use Google Translate
Google Translate will retrieve information from its own servers to provide you with the access to the particular website you intend to use. All you have to do is add any other language (including the current website's language). Then try to access the website you want to.

Use VPN
You can also use VPN to access the blocked content. Basically, with the VPN, you can connect to servers of other countries or other locations, thereby getting access to the blocked content. However, there's a small problem with it, your internet speed might reduce while using VPN.
