Why Welcome Offer 2?

TRAI regulations impose a limit of 90 days for any promotional offer. The company's Welcome Offer that exists now was announced along with the service on September 5 and it was will end on December 3, 2016 that is after 90 days. After all, its just a promotional offer.

100 million users target will remain unachieved

Mukesh Ambani's Reliance Jio had a target of achieving 100 million subscribers this year. Notably, Welcome Offer comes to an end on December 3 but the free services will be offered until December 31, 2016. As the company won't be able to achieve its target of 100 million users by the end of this year, there is a possibility for the company to extend the offer in some way until March 2017. This way, it might be able to achieve the target in the first quarter of the next year.

Welcome Offer 2 launch date remains unclear

As mentioned above, the Welcome Offer 2 and the free services that will be offered under the same remain unclear. However, it is believed that it will be launched on the day the original Welcome Offer will come to an end that is December 3. Though this is possible, it contradicts with another speculation stating that the company might announce the extension of the free services on December 28.
