Budget 2024: Indian Gaming Startups Seek Support in Upcoming Budget
The Indian online gaming industry has faced a tumultuous year, marked by heightened regulatory scrutiny and increased tax regulations, particularly impacting the real-money gaming (RMG) sector.
Despite some clarity provided by the Ministry of Electronics and Information Technology (MeitY) through the introduction of online gaming rules in the first half of 2023, the industry suffered a setback when the GST council imposed a 28% GST on the RMG segment. This has resulted in a significant decline in funding for the gaming space, plummeting from $576 Mn in 2022 to $209 Mn in 2023, as per Inc42 data.

Anticipation for Union Budget 2024-25
As the countdown to Union Budget 2024-25 begins, Indian gaming startups have high expectations from Finance Minister Nirmala Sitharaman to steer the industry back on track and facilitate its growth.
Progressive Taxation Regime
Last year saw a 28% Goods and Service Tax (GST) rate imposition on entry-level payments for online gaming, impacting the RMG sector. Amendments to the Central Goods and Services Tax (Amendment) Bill, 2023, and the Integrated Goods and Services Tax (Amendment) Bill, 2023, established a uniform 28% tax on the total value of bets in online games. However, ambiguity persists in online gaming taxation, leading to concerns about retrospective taxation for some gaming startups.
Gaming industry leaders, including Mobile Premier League (MPL), seek long-term clarity and a progressive taxation regime from the upcoming Budget. This clarity is crucial for driving the next growth phase, instilling confidence in investors, and fostering a conducive business environment. A review of the impact of the new tax regime is expected after six months of its implementation, offering a glimmer of hope for the industry.
Skill-Building Programs
The online gaming industry presents diverse job opportunities, but a shortage of talent persists due to inadequate training. Gaming firms are urging the government to announce skill-building programs in the upcoming Budget, with a specific focus on the gaming sector. Suggestions include creating a Special Economic Zone (SEZ) for game development with incentives and introducing dedicated educational courses for gaming.
Stakeholders emphasize that skill-building programs will play a pivotal role in nurturing the next generation of game developers and professionals, ensuring a steady supply of skilled talent to fuel the industry's growth.
Budgetary Allocation for AVGC Sector
In her 2022 Budget speech, FM Sitharaman established an Animation, Visual Effects, Gaming, and Comic (AVGC) task force. However, clarity on budgetary outlay and sector benefits has been lacking. Gaming startups now seek clarity and allocation of funds for the AVGC sector in the upcoming Budget to support innovation in game design and development.
The industry anticipates continued government support for the burgeoning online gaming sector, aligning with previous commitments such as the formation of the AVGC task force. Allocation of funds is crucial for fostering innovation and nurturing globally competent resources from India.
