This popup mainly occurs whenever you're running a floating app and suddenly switches to a newly installed application and that application requires access rights to use over the already opened floating application.

How to Fix the Issue?
If you're using a stock Android phone like Motorola, the follow this simple fix. Open the Settings app and enter the term 'draw' in the search bar. Now, click on 'Draw over other apps' and select the gear icon the top and tap on draw over other apps.

The major cause for this issue is from the side of some security apps such as the clean master, etc. If you're using those applications remove them to stay away from these type of errors.
