The Google Edu Device Setup app is a Google application used to set up tablets purchased as a part of Google apps for education. Unfortunately, there are no details about what changes Android 4.4.3 version will bring about in the device.
However, according to the previous leaks and rumors, the version would bring frequent data connection dropout fix, mm-qcamera-daemon crash and optimization fixes, Camera focus in regular and HDR modes fixes, Power Manager display wakelock fix, Multiple Bluetooth fixes, Random reboot fix, Fix for app shortcuts getting removed from launcher after update and much more. You could say that the version is more of a repair version which fixes the prevailing problems in the KitKat version.
