Although there is no guarantee of the image being real, but the transparent Live Tile looks quite awesome. You can have a look at the image to get the proper idea of the new UI. In fact, whatever background image you apply behind the Live Tile will appear behind it. And if the image turns out to be a legitimate one the colorful Live Tile feature might go transparent with just the outline and an icon of the app with the background coming the display through and through.

There are more than a half a dozen of images leaked online by gdgtArena. In fact, the new UI is captured on the Lumia 520 device.

Also rumors have it that the new Windows Phone 8.1 build will come with several new features like notification center which Nokia might call by the name of action center, Cortana (Voice Assistant) and Start Screen Background. Apart from these, Microsoft has also announced saying that there would be a dual-SIM feature on Windows Phone.

However, these information have not received an official tag so far, but since Build 2014 Developers Conference this year is coming soon, we might be able to see what Microsoft has on store for its Windows Phone platform then.
