TRAI has issued a statement allowing mobile operators to provide a new kind of recharge coupons for pre-paid customers. The new recharge coupons permitted by TRAI will provide dual benefits for customers. The new form of vouchers dubbed as ‘Combo vouchers’ will allow add value to the mobile phone accounts of consumers and will also help consumers to avail several services at reduced rates. 

TRAI mentioned in the statement, ‘The authority has decided through the 4^th Amendment to the TCPR 2012, to permit the combo vouchers as a 4^th category of vouchers with safeguards”. Previously only 3 categories of vouchers were allowed.

This included Plan Vouchers which enrolled customers into tariff plans Top-up coupons for recharging pre-paid accounts and Special Tariff Vouchers for availing value added services. TRAI informed that it has received several requests from telecom providers and COAI for permitting the fourth category of vouchers and this is the reason why they considered the case. 

TRAI added that the new combo vouchers while add monetary value to the prepaid accounts of consumers and users will get benefits of special offers through a single transaction. TRAI has instructed telecom providers to design Combo vouchers with blue colored band. Top up vouchers on the other hand will be having a green colored band. Telecom operators have also been instructed to provide an option for standalone top up vouchers together with combo vouchers.

The authority has also asked providers to keep consumers well informed regarding the conditions and restrictions if any, so that they will be able to make informed choices.
