YouTube Shorts to Integrate AI Video Model Veo 3 for Content Creation Later This Year

YouTube is about to make a big leap in AI-driven content creation. Later this summer, Shorts will integrate Google’s latest AI video model, Veo 3, enabling users to generate full video clips—complete with visuals and audio—using only text prompts.

The announcement was made by YouTube CEO Neal Mohan during the 2025 Cannes Lions Festival of Creativity, reinforcing Google’s growing emphasis on generative tools for creators.

Veo 3: AI-Generated Shorts Without a Camera

Unlike the earlier Veo 2 model, which powered features like Dream Screen for AI-generated backgrounds, Veo 3 allows full video generation. That includes visual quality improvements and integrated sound. YouTube hasn’t yet detailed whether Veo 3 in Shorts will require a paid AI Ultra or AI Pro subscription, but that remains a possibility, especially since the model is currently limited to those tiers elsewhere.

The goal is clear: make video creation so seamless that anyone, regardless of editing skills or camera access, can publish Shorts using nothing but a text prompt.

The Scale of YouTube Shorts and Why This Matters

Since launching in 2021, YouTube Shorts has become a major player in the short-form race, competing directly with TikTok and Instagram Reels. Mohan revealed that Shorts now generate over 200 billion views per day—a massive audience that could soon see a flood of AI-generated content.

Google sees this as empowering. As Mohan put it, “creators are the startups of Hollywood,” and the idea is to equip them with new-age tools that lower creative barriers.

A Turning Point for AI and Short-Form Video

Veo 3’s integration into Shorts marks a turning point: from creators making content with tools, to tools potentially generating content in place of creators.

This might open up the platform to new kinds of creativity, especially for those without production resources. But it also raises a difficult question: If anyone can make a video with a prompt, what happens to the value of originality?

As generative AI becomes more visible in platforms like YouTube, how we define creativity—and reward it—will likely shift.
