Windows 10 to roll out to PC users in mid-November with support for Cortana India
Microsoft's Windows 10 ‘Fall Update' is scheduled to release on November 10 with Cortana support for Indian users. Until now, users had to change the language and region to English United States or United Kingdom to use the virtual personal assistant. However, with the upcoming update, Cortana is expected to gain support for English (India) language. This also means that users will no longer need to change their language and region to use Cortana.

The information comes in the form of a comment on Microsoft Answer forum in reply to a customer query by Ashish Sondhi, a Microsoft support engineer said. While, there has been no comprehensive information on the Windows 10 update, there has been no official release from Microsoft as to the release dates for the Windows 10 update for the Lumia devices.
The Windows 10 update is already available for the Windows Lumia devices that are part of the Windows Insider program or those with developers associated with the Windows developer program. The update brings minor tweaks to the user interface along with updates and improvements to the Windows apps.
The update brings some tweaks to the user interface such as a redesigned Start Menu for adding Live Tiles, improvements to Edge browser with tab preview feature, ability to sync Reading List and Favourites, and a new Skype-based messaging app. While Edge browser is also expected to gain support for extensions, the feature may not be shipped with the Threshold 2 update.

However, there has been no official word from Microsoft as of yet on the official release dates.
