Step 3) Bring them close

If there is no reaction from either iPhone right away, move them closer to each other. The phones need to be close to each other if you wish to send a request from the iPhone that is not connected to the Wi-Fi network to the other iPhone.

Step 4) Send the Password

Once sufficient proximity has been achieved, a pop-up box with the following message will appear

"Do you want to share the Wi-Fi password for '[Network Name]' with [Contact or Device's Name]?"

If you the connected iPhone user has not changed his or her mind about sharing the password of the Wi-Fi network with the unconnected iPhone, tapping on ‘Share Password' will send the password over.

The blank space under Password over on the unconnected phone will be automatically filled after a brief delay and the device will connect to the Wi-Fi network instantly.

There, that is all you need to do connect your iPhone to a Wi-Fi network whose password the users who actually use the network don't remember. If you are the user in a Wi-Fi network and you do not trust the person asking for permission, you must not do so.
