Twitter Testing New Timeline feature for New Users
Twitter has been majorly criticized over the years for having a terrible experience during their sign-up process, and it wasn't easy enough to set up an account, log in, and find people to follow so you actually had things dropping into your feed.Twitter is aware of the fact that they have had growth issues with the way they currently have things set up in their interface.
Their plan of attack involved introducing a new way of doing things called Instant Timeline which they talked about late last year with investors, as a way for them to bring new growth and engage new users by giving them something to read in their timelines the moment they're done signing up.
This actually makes perfect sense, because while some people may not have any issue with finding people or pages to follow so they have a wealth of content at their fingertips, a larger portion of new users might only be satisfied with having things available right away, and if that's what users are likely wanting, Twitter is giving it to them.
Instant Timeline will make things easy by scanning your contact list to see which of your contacts may already use Twitter, and it'll fill a new users timeline with content from people your contacts may already follow if Twitter deems those people relevant to you.

When you begin adding more people to your timeline on your own, Instant Timeline will gradually remove the recommended accounts and you'll eventually no longer see tweets from them in your timeline. Twitter is currently testing this out via a low number of Android users at the moment, so while it isn't available just yet to anyone who wants to set up a brand new Twitter account, it shouldn't be long before we start to this feature make a full debut on Android as a whole, pending that things go well and the feature is well received enough by the majority of testers. Would you find Twitter to be a better experience as a new user if Instant Timeline were in place?
