Government-Backed Repairability Index Could Change How You Buy Phones and Tablets in India

In India, smartphone and tablet users may soon find it easier to understand how repairable their devices are. This is due to a new initiative supported by the government. A committee formed by the Department of Consumer Affairs has suggested that manufacturers of phones and tablets should declare a Repairability Index for their products. This index aims to assist consumers in making informed purchase decisions, especially when devices become difficult to repair after warranty expiration or damage.

The Repairability Index will evaluate each device based on factors such as ease of disassembly, spare parts availability, access to repair information, and software updates. Manufacturers must display this score prominently on product packaging using a QR code, in retail stores, and on e-commerce platforms. This transparency allows consumers to assess a device's repairability before purchasing.

Government Initiative for Responsible Consumption

The committee's report was submitted to Consumer Affairs Secretary Nidhi Khare by Additional Secretary Bharat Khera. Established in September 2024, the panel includes representatives from major tech companies like Apple, Samsung, Google, Vivo, Dell, HP, and HMD Mobiles. It also involves members from industry bodies such as ICEA and MAIT, consumer rights organisations, academics, and officials from scientific entities like the Bureau of Indian Standards (BIS) and the National Test House (NTH).

This proposal addresses increasing consumer complaints about mobile and tablet repairs. Data from the National Consumer Helpline indicates that grievances rose from 19,057 in 2022-2023 to 22,864 in 2024-2025. Many complaints focus on inadequate repair access and unclear post-sale support. The department believes that introducing a Repairability Index will encourage brands to enhance service quality and reduce early device replacements.

Repairability Index Scoring System

The official statement notes that "The Original Equipment Manufacturers (OEMs) are required to self-declare the Repairability Index based on a standards scoring criteria provided in the framework with no additional compliance burden." The committee identified 11 key components prone to wear or damage: batteries, display assemblies, cameras, charging ports, microphones, speakers, and folding mechanisms in foldable devices.

These components will be assessed using six parameters: disassembly depth, availability of repair tools, spare part access, availability of repair information, fastener types used in assembly, and software update support. The scoring system combines these factors into a final rating on a five-point scale.

The government aims to foster an environment where consumers opt for products aligned with 'mindful utilisation' rather than 'wasteful consumption.' Nidhi Khare is currently reviewing the report recommendations. The ministry plans to release guidelines soon based on these suggestions. Initially applicable only to smartphones and tablets, the Repairability Index could extend to other electronics in future phases.
