Musk Criticizes India’s Potential Auction of Satellite Spectrum Amid Competition with Reliance Jio
Elon Musk, the chief of SpaceX and its satellite broadband service Starlink, has expressed his discontent over India's possible decision to auction satellite broadband spectrum. Responding to reports that Mukesh Ambani's Reliance Jio is advocating for the auction, Musk labeled the move "unprecedented" on X (formerly known as Twitter).
Musk Opposes Auction, Citing Global Spectrum Practices
Musk's reaction came after reports indicated that Reliance Jio had lobbied with the Telecom Regulatory Authority of India (TRAI) to auction the satellite spectrum. According to Musk, such an approach conflicts with international norms. He referenced the International Telecommunication Union (ITU), a UN agency responsible for managing spectrum-related issues, which classifies the spectrum as shared and reserved for satellite use.

Musk's Starlink, which is seeking administrative allocation of licenses in India, argues that auctioning satellite spectrum would disrupt global practices. Musk reiterated that administrative allotment, as opposed to auctions, ensures fairness and efficiency, reflecting the ITU's framework. India, a signatory to ITU treaties, is bound to follow these norms, which emphasize that spectrum should be treated as a "limited natural resource" to be allocated rationally and economically.
Reliance Jio Advocates for Auctions to Level the Playing Field
Reliance Jio's lobbying for an auction model reflects a different strategic approach. The telecom giant argues that spectrum auctions would foster a competitive environment, enabling traditional telecom providers to participate on equal terms. Jio contends that foreign satellite broadband providers, like Starlink, may introduce voice and data services in India, making auctions essential to ensure market fairness.
A Reuters report suggested that Jio had challenged TRAI's earlier conclusion that the spectrum should be allocated rather than auctioned, claiming the decision was reached without adequate industry consultation. In response, Jio called for a fresh round of consultations to reassess the methodology for assigning spectrum.
Starlink's Expansion Plans Face Regulatory Roadblocks
As Starlink gears up to expand its satellite broadband services in India, the debate over spectrum allocation adds a layer of complexity. Musk's latest comments came just after the Reuters report, reaffirming his position that auctioning the spectrum would contradict ITU's established guidelines. Despite the pushback from Jio, Starlink remains committed to its vision of bringing satellite broadband to underserved areas in India.
Meanwhile, an Indian government official told Reuters that TRAI is following due process in managing consultations, aiming to navigate the regulatory framework fairly. Reliance Jio has not officially responded to the latest developments, though the company previously stressed the importance of transparency in TRAI's spectrum assignment process.
