Starlink Nears Approval for Satellite Services in India

Elon Musk's Starlink, a prominent satellite internet service provider, is on the cusp of gaining approval to offer satellite-based voice and data services in India. The Indian government has expressed satisfaction with Starlink's responses regarding data storage and transfer regulations, a crucial step in obtaining the necessary licenses for satellite operations.

A government official stated that "Starlink's responses to our inquiries appear to meet our requirements. Once the security assessment is completed, the company will be granted a license to provide Global Mobile Personal Communication by Satellite Services (GMPCS), allowing it to offer satellite broadband, voice, and messaging services to both individuals and organizations."

Compliance with Indian Data Regulations

Starlink, a subsidiary of SpaceX, initially asserted that it would adhere to international data storage and transfer norms due to its global satellite network. However, the Indian government insisted on compliance with Indian data storage regulations. It seems that Starlink has successfully met this requirement, paving the way for licensing.

If approved, Starlink will become the third company to receive a GMPCS license in India, following OneWeb, supported by Bharti, and Reliance Jio's satellite communications division. Amazon, led by Jeff Bezos, has also applied for a license from the Department of Telecommunications, though the government has not yet reviewed its application.

However, satellite communication providers in India must also obtain approval from the Indian National Space Promotion and Authorization Centre (IN-SPACe), the autonomous space regulator. The recent Space Policy of 2023 in India has empowered IN-SPACe to serve as a single-window agency for authorizing space activities by both government and private satellite communication entities. After this step, companies must await spectrum allocation from the Department of Telecommunications.

The government is currently awaiting recommendations from the Telecom Regulatory Authority of India (Trai) on the allocation of radio frequencies for satellite services in the country. This marks SpaceX's second attempt to establish a presence in the Indian satellite communication market.

Starlink's Growing Global Presence

Starlink, established in 2019, has rapidly expanded its global presence by launching over 4600 satellites, which provide internet connectivity to remote areas around the world. The service is now available in over 60 countries across North and South America, Europe, Africa, and some regions around Australia.

Increasing Competition in India

While Starlink's infrastructure positions it as a strong contender in the satellite internet services segment, it will face competition in India. Amazon, Reliance Jio, and Airtel OneWeb are also venturing into the satellite internet market in the country. The growth in satellite internet services in India is expected to bridge the digital divide, especially in rural areas where traditional broadband connectivity is limited.

Satellite internet services, requiring only a small receiver antenna, have the potential to reach hard-to-access areas across India. Each base station receiver can serve multiple broadband connections, making it a viable solution for areas with limited infrastructure. Starlink, for instance, offers speeds of up to 300Mbps, and as they continue to expand their satellite network, higher speeds are expected.
