Below is a brief comparison to explain the difference between the two Byond phablet offerings.
Display: Phablet PII comes with a 5.7-inch multi-touch HD IPS (1280x720 pixels ) capacitive 5-point multi-touch display, where as the Phablet PIII comes with a 6-inch (854 x 480 pixels ) capacitive 5-point multi-touch display.
Operating System: Both the phablets run on Android 4.1.1 Jelly Bean operating system.

Verdict
Both Phablet PIII and Phablet PII comes with almost similar specifications as mentioned above. Moreover, based on Android 4.1 JellyBean OS, both will be loaded with software features including Project Butter, improved Google Now, live wallpapers and more.
If the concern is on a relatively larger display real estate and a low priced phablet - PIII could be a right choice.
However, if the concern is on the usability and improved RAM capacity for non-sluggish performance, Phablet PII might be a good one.
